So Ive been thinking about plastic surgery for a while now. I know people who have gone to mexico (but because they got referred to doctors there) & everything went ok and it was safe, but I have been looking up websites from bolivia and south america. Is there a way to check if the doctors are really doctors and if its safe, etc?

In Mexico you can check to see if a surgeon is board certified by checking the search-able database on the Mexican Council for Aesthetic, Plastic and Reconstructive Surgery site.
Click on certified specialists and exact phrase match.
I would also recommend some sites like makemeheal.com, they don’t have too much international information but some.
